Three context axes, 96 cells
The same value conflict becomes a different judgment when its scale, reversibility, or time horizon changes. Every measurement therefore happens inside a context cell.

Record ID form
A scenario's ID carries the parameters that generated it. These are generation conditions, not labels applied afterwards, so reclassification never breaks an ID.
{L4|L3|L2}_{도메인}_{규모-가역성}_{시간}_{A코드}_{B코드}_{관점}
e.g. L4_MED_3-3_2_Sep_Unn_k1_pv1 — value layer, health, community-irreversible, mid-term, Sep vs Unn, run 1, perspective 1.
