# 한국 법규범 판단 참조자료 v0.9 — 프리뷰 (kr-lnpd@0.9)

한국의 법률·판례에서 특정 조건의 가치충돌이 어떻게 다뤄지는지를 AIO 판단언어(V19 가치 코드)로 구조화한 참조자료다. 분야 규칙 579건, 분야 21개, 분야 전칭 엣지 361개(전체 엣지 467개)를 담는다.

**BASE 층은 따로 센다.** `BASE` 는 각국 법률이 전 도메인 공통으로 명시하는 기본 위계다. 규칙 43건 · 전칭 엣지 41개(전체 엣지 45개 가운데 한정 4개 포함)가 여기 속하며, 데이터에는 그대로 남기되 측정·정합률 비교·헤드라인 수치에서는 뺀다. BASE 를 합치면 규칙 622건 · 전칭 엣지 402개다.

**이 자료가 주장하지 않는 것.** 국민 전체의 가치관을 대표하지 않는다. 법률·판례에서 관찰되는 규범적 우선관계만을 기록한다.

**추출과 검증.** 조문·판례에서 AI 보조로 전사하고 운영자가 검토(G1/G2)했다. 전문가 심사는 거치지 않았다(`expert_review: none`). 인용 대조는 기계 검증으로 615/617건이 일치했고, 규칙 참조 미해결은 0건이다. 가치 쌍 171쌍 가운데 방향이 잡힌 쌍은 98쌍이고, Hed, Hum, Sti 는 법에서 거의 말하지 않아 근거가 얇다. 그래서 상태는 `preview` 다.

**규칙 수의 분모.** 헤드라인은 `rule_index_KR.json` 의 규칙 ID 전량(622건, norms_KR.json 의 `rules[]` 와 같은 집합)을 분모로 쓰고, 여기서 BASE 43건을 빼 분야 규칙 579건을 얻는다. `status.json` 의 `coverage.per_domain` 은 이 분모를 `n_rules_index` 로 싣고, 정본 `norms_KR.json` 의 `domains[].n_rules` 를 `n_rules_norms` 로 나란히 싣는다 — 후자는 정의가 정본의 method notes 에 있고 이 데이터셋에 포함되지 않아 재현하지 않는다. 어느 수치가 무엇을 세는지는 `coverage.rules_basis` 에 적어 두었다.

규칙 ID 형식은 `{JUR}-{DOM}-{R|T|C|D|P|A}-{nnn}`(예 `KR-EDU-T-101`)이고, 엣지 weight 는 3 절대 · 2 조건부 · 1 지향이다.

**English.** The Korea Legal Normative Priority Dataset (kr-lnpd) records, in the AIO judgment vocabulary, how Korean statutes and court decisions resolve value conflicts under stated conditions: 579 domain rules across 21 domains, yielding 361 universal priority edges out of 467 edges in total. A further 43 rules and 41 universal edges sit in the `BASE` layer — the base hierarchy stated in common across every domain, kept in the data but excluded from measurement, alignment comparison and headline figures (with BASE included the totals are 622 rules and 402 universal edges). **It does not claim to represent the values of the Korean public** — only the normative priority relations observable in law. Rules were transcribed from statutes and precedents with AI assistance and reviewed by a human operator (G1/G2); there has been no expert panel review. Machine quote verification matched 615 of 617 citations, with 0 unresolved rule references; 98 of 171 value pairs carry a direction, and Hed, Hum, Sti remain thinly grounded.
