1 · Philosophy

What values should AI pursue?

Together, we define the core values and ethical principles that AI should follow, such as human dignity, fairness, and transparency, from various perspectives

  • • Role: Compass for judgment. Determines which perspective to present first, even for the same facts.
  • • Example: 'Do not hide facts, but provide preventive/alternative information together to reduce harm'.
2 · Hard Gates

What are the absolute boundaries?

Civil society and experts work together to set the actions AI must never take and the safety standards it must uphold

  • • Role: Safety line that never compromises regardless of any request.
  • • Example: Prohibit advice on non-consensual situations, block group derogatory expressions, minimize sensitive information.
3 · Epistemic

What should AI accept as truth?

Together, we create standards for how AI judges the reliability of information and what data to use or exclude

  • • Role: Criteria for judging claims as 'fact/undetermined/contested'.
  • • Example: Health claims are marked as 'fact' only when primary sources (E3+) + 2+ independent sources.
4 · Priority

What should be prioritized among conflicting values?

When various values conflict, we determine what choices AI should make through social participation and prioritization

  • • Role: Deliver in order: core metrics → preventive options → uncertainty → regional guide without omission.
  • • Example: When discussing risks, provide prevention/alternatives together (balance of information).

  • Transparency reports: Information cards that honestly disclose AI capabilities and limitations
  • Citizen participation evaluation: Framework enabling ordinary citizens to evaluate AI safety and assign ratings

G3. Open Governance & BYOR

  • Personalized AI settings: Adjusting AI behavior according to individual values and preferences
  • Citizen participation in decision-making: Citizens, not just governments or corporations, participating in AI policy decisions
  • Open communication platform: Space for sharing and developing diverse opinions on AI governance
